A Message from PHCC Texas President


I am pleased to report to you that Sarah Rayburn has been hired as the executive director of PHCC, succeeding Alicia Dover, who is retiring from the organization effective March 31, 2020.

 

While we were saddened to learn that Alicia would be leaving the organization after her stellar leadership, we wish her a wonderful retirement and feel fortunate to have someone of Sarah’s skill, experience and vision joining us to lead our industry. We are excited for what Sarah brings to the table and confident that the organization will continue to flourish under her expert guidance. We are also appreciative that Alicia will continue to advise PHCC in a legislative consultant capacity as we prepare for the 2021 session.

 

Sarah joins PHCC with a wealth of experience in various operational and leadership positions for nonprofit organizations, including her most recent role as Texas director for a medical association with more than 3,600 members. She received her Bachelor of Science degree from The University of Texas at Austin and her master’s in public administration at The Trachtenberg School of Public Policy and Public Administration at George Washington University. She has expertise in strategic planning, operations management, public and nonprofit finance, grants management, and human resources. Sarah has served in consulting capacities for a number of organizations and enjoys spending her free time volunteering with youth organizations across Austin.

 

Sarah has hit the ground running, already working daily at our PHCC office in Austin, guaranteeing a smooth transition to her new role and helping us focus on ensuring our training program remains strong while also working to position the organization and industry for the plumbing licensure debate that will be our top advocacy objective for the next year.

 

PHCC remains in a prominent place at the table on meetings and discussions regarding maintaining statewide licensure, the sunset process for the Texas Department of Licensing and Regulation, TSBPE online examination options, and emerging workforce issues. I am confident Sarah will help us maintain and expand PHCC’s standing as the leading voice for plumbing, heating and cooling contractors in our state.
